In order for an environmental decision to succeed in any country, the following things must be available:

Political Will: The availability of a political will is extremely important, especially that it shows the political leadership’s full awareness towards the degrading natural sources, which must be repaired. It also establishes the first step to start the treatment, which is represented by the necessary strategies and plans.

– Financial Support: A necessary funding must be provided, in order to start implementing the environmental decision, which may be from the State’s budget or from the projects of the international conventions, which could be earmarked for this project.

– The most Influential Power: The center of attention in the eighties was protecting public health, and not maintaining natural resources, along with the proper exploitation that meets the immediate needs of the community, without harming the rights of future generations, and this reflected in a way in which the Minister of Health has become the most responsible for the Environmental institutions and their activities before the Supreme authorities, since the results of the environmental malpractices lead to the emergence of diseases, and it is required from the Ministry of Health to secure the necessary medicines and medical treatments. In the early nineties, however, these regulations and laws have changed, and exceeded that, to include the proper use of the environment (i.e., prevention is better than a thousand medicines), and thus, conserving the resources properly, significantly reduces diseases such as the Maltese fever, which we are currently hearing about, along with typhoid, and other diseases resulting from environmental pollutants, and thus, this would significantly reduce the budgets that could be spent for treatment.

 The strength of the environmental decision is generally understood by the authority that is working on its implementation, so when several Arab countries signed and ratified the international environmental conventions, they specified the Ministry of Defense or the Cabinet, or the Arab Gulf states’ princes.

Conclusion: Could a Ministry of State for Environmental Affairs in certain country carry out its duties before other sovereign ministries, or before Ministries that own forests, grasslands, and agricultural lands, or the Ministry of Industry which owns the public and private factories.
